Hubie Dubois is a kind but nervous man who lives with his mother in Salem, Massachusetts. He loves Halloween and spends the holiday warning people about danger, even though neighbors, police officers, and children treat him like a joke. When people begin to vanish and a strange neighbor and escaped prisoner raise fear, Hubie tries to protect the town and find the truth. The movie uses silly voices, crude jokes, spooky costumes, and a warm underdog story.
The film uses a visibly mixed town cast, with black actors in police, mayor, radio, and family roles and actor Karan Brar as a teen bully. That choice is more noticeable beside real Salem's mostly white population, but the movie never presents it as a lesson about diversity or power. A short party joke has a character say he is asexual, yet the line does not shape the plot. Hubie's mother seeks revenge on the people who hurt him, but Hubie saves them instead. The story ends with Hubie marrying Violet and becoming mayor after he proves that kindness and courage matter more than bullying.
